Dr. Laura Cappuccio analyzes decree-laws at “A Coffee with Law”

On May 23rd, around fifteen people attended a new session of the A Coffee with Law series, held at the Sala Sagarra of the Ateneu Barcelonès. On this occasion, the lecture was given by Dr. Laura Cappuccio, under the title “Decree-Laws: Governing by Shortcut or by Necessity?”, and was moderated by Professor Alfredo Ramírez, lecturer in Constitutional Law at the UAB.

The session offered a deep reflection on the use of decree-laws as a legislative tool. Dr. Cappuccio raised key questions about the real urgency that justifies such measures and their implications for democratic quality and the functioning of the parliamentary system.

Attendees were able to explore to what extent this mechanism can become a "shortcut" that weakens legislative debate and institutional oversight, as well as compare its development in Spain with other European systems.
